I've heard of sunken drains but this is silly.

  Quite an artistic shot, but on reflection it's not really that clever. This is another shot of the potholes near level crossing at St.Davids  Station in Exeter, an area that has had poor road surfaces for many years, and little seems to get done to remedy it.
